Report from the Field Visits of the Institute for Monuments’ Protection for the Period from 6 to 10 October 2025

34 Obala Kulina bana, Sarajevo

The Institute for the Monuments’ Protection, at the Federal Ministry of Culture and Sports, received a request from the Department for Urbanism, Spatial Planning, and Environmental Protection of the Municipality of Stari Grad Sarajevo for an expert opinion regarding the installation of an air-conditioning unit on the façade of the building at 34 Obala Kulina bana.

Upon reviewing the submitted documentation and conducting an on-site inspection, it was determined that the building fell within the scope of the national monument “Historic Urban Landscape of Sarajevo” (“Official Gazette of BiH”, No. 1/21 and 10/21), subject to protection measures established by the Act on Implementation of Decisions of the Commission for National Monuments’ Preservation under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina (“Official Gazette of the Federation of BiH”, No. 2/02, 8/02, 27/02, 6/04, and 51/07).

Experts from the Institute concluded that installation of the air-conditioning unit on the courtyard façade was acceptable from the standpoint of monument preservation and that an approval may be granted.

9 Tekija čikma, Sarajevo

The Institute received a request from the Department for Urbanism, Spatial Planning, and Environmental Protection of the Municipality of Stari Grad Sarajevo for extension of the approval for installation of an illuminated sign on the façade of the building at 9 Tekija čikma.

By decision No. UP-I-05-19-5243/24-JJ dated 16 December 2024, the Municipality of Stari Grad Sarajevo approved the installation of the sign.

Upon reviewing the documentation and conducting an on-site inspection, it was confirmed that the building was a part of the national monument “Historic Urban Landscape of Sarajevo” and subject to the same protection measures.

Experts from the Institute concluded that the extension of the municipal approval for the illuminated sign may be granted.

26 Maršala Tita, Sarajevo

The Federal Ministry of Spatial Planning forwarded to the Institute a case regarding a request by Mesud Hrbat from Sarajevo for approval of maintenance works on the ground-floor unit at 26 Maršala Tita.

The building is within the boundaries of the national monument “Historic Urban Landscape of Sarajevo” and subject to protection measures.

The request included project documentation titled “Maintenance Works Report for the Building at 26 Maršala Tita in Sarajevo” prepared by the design firm “URBING” d.o.o. Sarajevo.

Following review of the documentation, monument protection provisions, and site inspection, the following was determined:

  • The project includes a description of works, detailed bill of quantities and cost estimate, and photo documentation.
  • All works are categorized as maintenance works.
  • Works include replacement of exterior and interior joinery, flooring, ceramic tiles, and ceiling lowering.
  • Experts concluded that the proposed works, technologies, and materials were acceptable and would not compromise the monument’s appearance. Approval may be granted based on the submitted report.

The investor is required to notify the Institute prior to commencement of works to enable timely and legally mandated expert supervision.

Agricultural, Food, Veterinary and Service High School

As a part of regular supervision activities, the Institute conducted an inspection of façade restoration works at the Agricultural, Food, Veterinary and Service High School.

In addition to the Institute’s team, Ensar Mulaomerović, M.Arch., representative of the contractor “Neimari” d.o.o., was present.

After scaffolding removal (as agreed in the previous meeting), final façade works were inspected. Experts confirmed that restoration of decorative elements and painting were carried out properly and meet the Institute’s standards. Minor corrections suggested previously were implemented.

The date for the next meeting was agreed, during which the final acceptance of works will be scheduled.
