Recommendation of the Committee of Ministers of the Council of Europe to member states on peace education by, with, and for young people


The Ministry of Civil Affairs of Bosnia and Herzegovina has forwarded to the Federal Ministry of Culture and Sports Recommendation CM/Rec(2026)11 of the Committee of Ministers of the Council of Europe to member states on peace education by, with, and for young people, adopted by the Committee of Ministers of the Council of Europe on July 8, 2026.

The Recommendation focuses on peace education and the involvement of young people in all aspects of the design and implementation of peace education.

Member states are encouraged to:

  • affirm peace education,
    – ensure the participation of young people in peace education,
    – support peace education stakeholders (individuals and organizations),
    – work towards integrating peace education into other relevant policies and strategic documents,
    – promote visibility, awareness, monitoring, and accountability in the field of peace education,
    – shape educational policies that integrate peace education, global and democratic citizenship, sustainable development, and ethical and critical education based on values ​​that support a culture of peace and non-violence.
