Council of the EU on Education, Youth, Culture and Sport – Information

The Ministry of Civil Affairs of Bosnia and Herzegovina forwarded to the Federal Ministry of Culture and Sports a notice from the Ministry of Foreign Affairs of Bosnia and Herzegovina regarding the meeting of the Council of the European Union on Education, Youth, Culture and Sport, held on 27–28 November 2025.

Education and Vocational Training

At the meeting, ministers exchanged views on the role of vocational education and training in strengthening European competitiveness and resilience, with the aim of addressing labor shortages and better aligning skills with labor market needs. Particular attention was devoted to:

  • aligning vocational education and training programs with labor market requirements,
  • ensuring high-quality and inclusive education for all participants,
  • increasing the attractiveness of vocational education programs,
  • improving gender balance in vocational education and training programs.

Strategic Framework and Erasmus+ Programme

The Council was informed about the draft Resolution on the second cycle of the strategic framework for European cooperation in the field of education and training (EEA) for the period 2026–2030. The Resolution sets out the work program for EU-level cooperation in education and training over the next five years.

Furthermore, the Council took note of the Progress Report presented by the Danish Presidency regarding the Regulation on the Erasmus+ Programme for the period 2028–2034. The proposal for the Regulation was published on 16 July 2025 within the framework of the multiannual financial plan, which foresees the merging of Erasmus+ with the European Solidarity Corps, with a planned budget of €40.8 billion.

An exchange of views was also held on the topic “Strengthening the resilience of young people within the Erasmus+ Programme for the period 2028–2034”, with particular emphasis on measures the EU could take to assist Member States in increasing civic and democratic engagement among young people.
