At its session held on 4 September 2025 in Mostar, the Government of the Federation of Bosnia and Herzegovina made a historically significant decision by adopting the Regulation on the Establishment of the Youth Council of the Federation of BiH at the proposal of the Federal Ministry of Culture and Sports. The regulation opens a new chapter in the institutional approach to youth and confirms their key role in shaping social policies and the future of the country.
The Youth Council of the Federation of BiH is established as a permanent, professional, interdepartmental and advisory body of the Government of the Federation of BiH, with the mandate of coordinating, initiating and monitoring all relevant processes related to youth. The mission of the Council is multi-layered and includes tasks ranging from monitoring social phenomena that affect youth, through making recommendations in the legislative process, to active participation in the creation and supervision of strategic documents in the field of youth policies.
The special importance of the Regulation lies in its inclusiveness and transparency. The Youth Council of the Federation of BiH will consist of ten members, appointed to a four-year term, with a balanced gender and geographical representation. Five members are proposed by the relevant federal ministries (Federal Ministry of Culture and Sports, Federal Ministry of Labour and Social Policy, Federal Ministry of Health, Federal Ministry of Education and Science, and Federal Ministry of Justice), while the remaining five members come from the Assembly of the Youth Council of the Federation of BiH, thus ensuring direct participation of young people in the process of making decisions that affect them.
The Council will be financed from the Budget of the Federation of BiH, with the possibility of attracting additional support through donor funds. The Council will submit annual reports to the Government of the Federation of BiH on its work and the situation in the field of youth, through the Federal Ministry of Culture and Sports, thus ensuring continuous evaluation and adjustment of policies in accordance with the needs of young people.
The adoption of the Regulation on the Establishment of the Youth Council of the Federation of BiH laid the foundation for a new architecture of trust, dialogue and shared responsibility and sent a strong message that young people were not only beneficiaries of policies but also participated in their creation.
The Federal Ministry of Culture and Sports shall continue working on strengthening institutional support for young people, believing that investing in youth means investing in the future.
