The Federal Ministry of Culture and Sports has prepared, in order to solve the problem of tax debts of sports teams, a proposal of the Law on Amendments to the Law on Collection and Partial Write-off of Debts to Sports Teams under an urgent procedure.

On the initiative of the Football Club “Željezničar” and the Taxation Administration of the Federation of Bosnia and Herzegovina, it was possible to reprogramme the debt repayment for this club, and potentially other clubs, in order to meet the requirements of UEFE, FIFE and FIBE and be able to compete in international competitions.

The amendment of the Law is significant for clubs and associations that have the capacity to compete in European competitions, and this is conditioned by licensing procedures where the financial criterion is imperatively set. The conditions are defined by the rules of UEFE, FIFE, FIBE, as well as by other international associations that organise and grant licenses for European competitions.

Earlier, at the 177th emergency telephone session, held on 21 February 2025, the Government of the Federation of Bosnia and Herzegovina adopted the Proposal of the Law on Amendments to the Law on Collection and Partial Write-off of Debts to Sports Teams.

At the 18th regular session, held on February 26, 2025, the House of Representatives of the FBiH Parliament considered and adopted the Proposal of the Law on Amendments to the Law on Collection and Partial Write-off of Debts to Sports Teams, in the text as proposed by the Government of the Federation of Bosnia and Herzegovina.

The adoption of the amendment to this law enables the existence and continuation of the work of sports collectives and clubs, as well as obtaining licenses, with the aim of participating in international competitions and representing Bosnia and Herzegovina in international associations.
