Institute for the Monuments’ Protection: Activities Report for the Period from 1 to 5 September 2025

Sarajevo, 1 September 2025

The Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo addressed the Institute for the Monuments’ Protection with a request of the UR “ĆEVABDŽINICA KOD MRKVE” from Sarajevo for the extension of the validity of the Decision on Issuing Approval for the installation of two facade awnings on the facade of the building at the corner of Kazandžiluk and Bravadžiluk streets in Sarajevo.

The subject facility is located on the corner of Kazandžiluk and Bravadžiluk streets and belongs to the scope of the national monument of Bosnia and Herzegovina called Historical Urban Landscape Sarajevo (“Official Gazette of Bosnia and Herzegovina”, 1/21 and 10/21), which is subject to protective measures established by the Act on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Upon review of the submitted file, the Institute notes that the Department of Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo requests an extension of the above-mentioned Decision.

Given that the awnings were installed according to the urban planning and technical conditions prescribed by the municipal service, the Institute agrees with the extension of the Decision.

This expert opinion relates to the aspect of cultural and historical heritage and is valid until the expiration of the deadline set by the Municipality or until the adoption of the Ordinance with guidelines for placing advertisements in the Historic Urban Landscape of Sarajevo. The investor is obliged to settle all contractual obligations to the competent department of the Municipality of Stari Grad Sarajevo.

The Institute for the Monuments’ Protection was addressed by the Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo with a request of the company “BROJLER” d.o.o. from Sarajevo, requesting approval to place an advertising sticker on the facade of a building at Mula Mustafa Bašeskije Street 10 in Sarajevo.

The subject building is located at Mula Mustafa Bašeskije Street 10 and falls within the scope of the national monument of Bosnia and Herzegovina entitled Historic Urban Landscape of Sarajevo («Official Gazette of Bosnia and Herzegovina», 1/21 and 10/21), to which protective measures are applied as set out in the Act on the Implementation of Decisions of the Commission for the Protection of National Monuments Established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Upon review of the submitted file, which included the Conceptual Design of the advertising sticker, prepared by “Sanat Studio” d.o.o. from Sarajevo, and upon inspection on site, the Institute concludes that the proposed advertisement has already been placed in the dimensions and materialization given in the Conceptual Design and that as such it visually fits into the existing appearance of the glass portal.

Accordingly, the Institute agrees with the appearance of the advertising sticker and believes that approval can be given.

The Institute for the Monuments’ Protection was addressed by the Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo with a request of “INTERESSERENINGEN” d.o.o. from Sarajevo for the issuance of a permit for the installation of air conditioning units on the facade of a building located at Jelićeva 2 in Sarajevo.

The subject building is located at Jelićeva 2 and falls within the scope of the national monument of Bosnia and Herzegovina entitled Historic Urban Landscape of Sarajevo («Official Gazette of Bosnia and Herzegovina», 1/21 and 10/21), to which protective measures are applied as set out in the Act on the Implementation of Decisions of the Commission for the Protection of National Monuments Established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

The Institute was provided with a photograph of the street facade without the position of the planned air conditioning unit. Given that this is a building located in the city centre itself and which falls within the scope of the national monument called the Historic Urban Landscape of Sarajevo, to which the decisions of the Monument Preservation Commission apply, installing an air conditioning unit on the facade of the building at Jelićeva 2 is not acceptable from the perspective of preserving the national monuments.

The Institute suggests that the applicant supplements the application with the necessary documentation, as a part of which the designer will propose a technical solution for installing an air conditioning unit on the roof of the building or, if possible, on the courtyard facade of the building.

The Office for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo addressed the Institute for the Monuments’ Protection with a request of “MBA-CENTAR” d.o.o. from Sarajevo, with a request to extend the validity of the Decision on issuing approval for placing one cantilever illuminated and one horizontal illuminated advertisement on the facade of the building, at Baščaršija Street 54 in Sarajevo.

The subject building is located at Baščaršija Street 54 and belongs to the scope of the national monument of Bosnia and Herzegovina called Historical Urban Landscape Sarajevo (“Official Gazette of Bosnia and Herzegovina”, 1/21 and 10/21), which is subject to the protective measures established by the Act on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Having reviewed the submitted file, which includes two photographs of the entrance facade with advertisements, the Institute concludes that approval can be given.

This expert opinion relates to the aspect of cultural and historical heritage and is valid until the expiration of the deadline set by the Municipality or until the adoption of the Ordinance with guidelines for placing advertisements in the Historic Urban Landscape of Sarajevo. The Institute for the Protection of Monuments was addressed by the Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo with a request of “KIKI RIKI” d.o.o. from Sarajevo, for the issuance of a permit for the installation of six air-conditioners on the facade of a building located at Patke Street 8 in Sarajevo.

The subject building is located at Patke Street 8 and falls within the scope of the national monument of Bosnia and Herzegovina entitled Historic Urban Landscape of Sarajevo («Official Gazette of Bosnia and Herzegovina», 1/21 and 10/21), to which protection measures are applied as set out in the Act on the Implementation of Decisions of the Commission for the Protection of National Monuments Established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Upon review of the submitted file, which includes photographs of the entrance facade with six advertisements and the technical drawings of the advertisements made by the Design House “ABM-INVEST” d.o.o. from Sarajevo in May 2025, the Institute concludes that six air conditioners have already been installed on the street facade.

Given that the consent was requested after the air-conditioners had already been installed, the Institute suggests that by the expiration of the validity period of the municipal decision issued on the basis of the Institute’s opinion, it is mandatory to submit a technical solution for installing air-conditioners on the roof of the building or on the courtyard facade of the building.

In accordance with the above, the Institute agrees that the air-conditioners will remain on the street facade for a period of one year.

This expert opinion refers to the aspect of cultural and historical heritage and is valid until the expiration of the deadline set by the Municipality or until the adoption of the Regulation with guidelines for placing advertisements in the Historic Urban Landscape of Sarajevo. The investor is obliged to settle all contractual obligations to the competent service of the Municipality of Stari Grad Sarajevo.

The Federal Ministry of Physical Planning has submitted to the Institute for the Monuments’ Protection a file by which Mesud Hrbat from Sarajevo requests approval for the performance of ongoing maintenance works on the business premises located at Maršala Tita Street 26 in Sarajevo.

The subject property is located at Maršala Tita Street 26 and falls within the scope of the national monument of BiH called the Historic Urban Landscape of Sarajevo («Official Gazette of BiH», 1/21 and 10/21), to which protective measures established by the Act on the Implementation of Decisions of the Commission for the Protection of National Monuments Established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina are applied.

Upon review of the submitted file, which also includes the Study on the ongoing maintenance of the building – part of the basement, the Institute concludes that the above works: installation of new wall and floor tiles, installation of sanitary elements, repair of wall coverings and repair of water supply and sewage installations, are considered ongoing maintenance works.

In accordance with the above, the Institute believes that approval can be given for the above works.

The applicant is advised to inform the Institute about the start of the works so that periodic expert supervision can be carried out, which is also the Institute’s legal obligation.

The Institute for the Monuments’ Protection was addressed by the Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo with a request of “A.F.C” d.o.o. from Sarajevo for the issuance of a permit for the installation of a horizontal illuminated advertisement on the facade of a building at Satvet-bega Bašagića 36 Street in Sarajevo.

The building in question is located at Satvet-bega Bašagića 36 Street and falls within the scope of the national monument of Bosnia and Herzegovina entitled Historic Urban Landscape Sarajevo («Official Gazette of BiH», 1/21 and 10/21), to which protection measures are applied as set out in the Act on the Implementation of Decisions of the Commission for the Protection of National Monuments Established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Upon review of the submitted file and review of the Main Design of the facade 3D advertising feature “BOUTIQUE36 Hotel” which was prepared in April 2023 by the design company “ARGENTARIJA” d.o.o. from Sarajevo, the Institute notes that the inscription and logo are attached directly to the facade of the building with screws and dowels, that the illuminated sign is made of lightweight materials with a total load capacity of 35 kg, and that the letters are illuminated with waterproof LED modules.

The Institute agrees with the appearance and method of hanging the illuminated advertisement and believes that it can be approved.
