Institute for Monuments’ Protection: Report on activities for the period 7.1. – 20 February 2026

  • Based on the letter dated 10 April 2025 and the meeting of representatives of the Municipality of Ilidža with the Institute’s expert team, held at the Institute’s premises, the Institute’s expert team submitted to the Municipality of Ilidža a project assignment for the reconstruction and rehabilitation of the Old Railway Station in Ilidža on 26 June 2025.
    In the office of the assistant mayor of the Municipality of Ilidža, four meetings were held regarding the creation of project documentation for the reconstruction of the Old Railway Station in Ilidža (7, 15, 21 and 29 January 2016. ). At the first meeting, it was agreed to hold a series of working meetings with the design team in the premises of the Municipality, in order for the project documentation to be fully aligned with the project assignment and to avoid rejection or return of the conceptual design for refinement. The licensed company “URBING” d.o.o. was chosen for the design. from Sarajevo. All four working meetings were very meaningful and productive, which resulted in the complete implementation of the project assignment in the project documentation. The deadline for submitting the finished project documentation (9 February 2026) was also met.
  • The Mejlis of the Kakanj Islamic Community approached the Institute for the Protection of Monuments with a request to issue consent for increasing the connection power-electrical supply, replacing worn-out elements of electrical installations and replacing the electric floor heating system in the Mosque in Kraljeva Sutjeska.
    The mosque in Kraljeva Sutjeska with its harem and tomb was declared a national monument of Bosnia and Herzegovina in October 2003, which is subject to protection measures established by the Law on the Implementation of Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina. By inspecting the file and the submitted project, the Institute determined that by increasing the connection power-electrical supply, replacing worn-out elements of electrical installations and replacing the existing electric floor heating system, the safety of the building will be ensured, possible fires and damage to the building will be prevented, stable and continuous power supply will be ensured, alignment with the technical recommendations of Elektrodistribucija will be carried out, fires and damage to the building will be prevented, and ultimately, the conditions of users and visitors will be improved. The Institute for the Protection of Monuments agrees with the above proposals, with the suggestion to the applicant that, given that it is a national monument, he is obliged to re-install the floor heating system using electric blankets from a certified manufacturer. The Institute considers that these are ongoing maintenance works for which consent can be issued, and the Majlis from Kakanj undertakes to submit to the Institute for approval a detailed description of the work and quantities as well as the necessary certificates for the underfloor heating system.
  • The Department for Urban Planning, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Institute for the Protection of Monuments with the request of Jašar Muzafer from Sarajevo, for the issuance of approval for placing a non-luminous horizontal advertisement on the facade of the building located in M.M. Street. Bašeskije 6 in Sarajevo and which belongs to the scope of the national monument of Bosnia and Herzegovina called the Historic Urban Landscape of Sarajevo, which is subject to protection measures established by the Law on the Implementation of Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.
    Upon inspection of the submitted file and photo and on-site inspection, the Institute concludes that the advertisement in question has been placed and that its materialization and font size correspond to the size of the space on the portal provided for the advertisement, and accordingly, the Institute considers that consent can be issued for the already placed advertisement.
  • The Department for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Institute for the Protection of Monuments with a request from the company “LUTRIJA BiH” d.o.o. from Sarajevo to extend the validity of the approval for placing four advertising stickers on the facade of the building at 9 Tekija čikma Street in Sarajevo from 12/25/2024. The object in question belongs to the scope of the national monument of Bosnia and Herzegovina called Historical Urban Landscape of Sarajevo, which is subject to protection measures established by the Law on the Implementation of Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.
    Upon inspection of the submitted file and photograph and on-site inspection, the Institute concludes that the advertisements in question have been placed and that their materialization, size and position on the facade do not impair the visual identity of the surrounding area, and accordingly, the Institute considers that consent can be issued.
  • The Department for Urban Planning, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Office for the Protection of Monuments with a request for approval of the conceptual design of the traffic and architectural design of the plateau near the City Hall in the streets of Brodac and Kračula in Sarajevo, which belongs to the scope of the national monument of Bosnia and Herzegovina called the Historic Urban Landscape of Sarajevo, to which the protection measures established by the Law on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina. Upon inspection of the file submitted and the conceptual design, which was prepared in October 2025 by M.Sc. Adnan Alikadić, B.Sc. communication engineer and Deniz Adrović, B.Sc. ing. arch., and through on-site inspection, the Institute notes that the planned interventions relate to the plateau near the City Hall in the streets Brodac and Kračula with the aim of increasing the area for pedestrians and with the aim of creating better conditions for popularizing tourist tours of the old city core. The institute believes that the city of Sarajevo needs organized and defined spaces, especially in the city core itself, and in this context it agrees with the concept and idea. However, this conceptual solution completely ignores the environment in which the intervention takes place, the immediate vicinity of the national monument of the City Hall, with an unrealistically presented environment through 3D renderings, which results in a wrong solution in terms of design and materialization on the plateaus in Brodac Street and Kračule Street. At the same time, the plateau in Kračule Street was treated in the project only through sketches of the situation and the basics of the plateau, without visualization renders. Accordingly, the Institute considers that approval cannot be issued until the conceptual design is corrected in accordance with the Institute’s suggestions. The investor undertakes to submit the corrected conceptual design of the traffic and architectural design of the plateau to the Institute for inspection and approval.
  • The Department for Urban Planning, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Department for the Protection of Monuments with a request for approval of the conceptual design of the traffic and architectural arrangement of a part of the road and the minibus stop in Safvet beg Bašagić Street in Sarajevo, which belongs to the scope of the national monument of BiH called the Historic Urban Landscape of Sarajevo, to which the protection measures established by the Law on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace are applied. in Bosnia and Herzegovina. Upon inspection of the file submitted and the conceptual design, which were prepared in November 2025 by M.Sc. Adnan Alikadić, B.Sc. communication engineer and Deniz Adrović, B.Sc. ing.arch., and through an on-site inspection, the Institute notes that the planned interventions relate to a part of the existing road and minibus stop, all with the aim of improving the existing traffic conditions and better architectural design of the area in question.
  • The Office for Urbanism, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Office for Urban Planning, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo with the request of Fidani Fitim from Sarajevo for the issuance of a permit for the installation of a lighted cantilever advertisement on the facade of a building located in Gajev Trg 2 Street in Sarajevo, which belongs to the scope of the national monument of Bosnia and Herzegovina called the Historic Urban Landscape of Sarajevo, to which the protection measures established by the Law on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace are applied in Bosnia and Herzegovina. By inspecting the submitted file, a photo of the existing facade and a photograph with a photomontage of the advertisement on the facade, and an on-site inspection, the Institute concludes that a round-shaped cantilever advertisement is planned, which, due to its materialization, size and position on the facade, does not impair the visual identity of the surrounding space, and the Institute considers that consent can be issued.
  • On 5 February 2026, the Institute for the Protection of Monuments carried out expert conservation supervision over the ongoing maintenance work on the roof structure of the Svrzina House, namely on building B (Older Women’s House) and building C (Men’s House) in Sarajevo. The representatives of the Institute visited the building with a representative of the contractor and noted that the work on covering the building with a new covering (tiling) was done with quality and speed, regardless of very bad weather conditions, snow and frost, and fully in accordance with the regulations and rules of the profession for work on national monuments. After the covering works have been completed, the contractor will proceed with the protection of the wooden surfaces of the eaves of the rafters and horseshoes, as well as the wooden elements of the chamber with the fence, posts and saddles. The contractor’s attention was drawn to the fact that it is necessary (which is an integral part of the preliminary measurements) to thoroughly clean, sand and prepare all wooden surfaces for re-protection. The shade of the final layer was selected according to the provided tone card. It was decided that the tone of the coating corresponds to the tone of the ebony, i.e. for a darker tone. For the next inspection, it was agreed that the contractor would purchase the selected mixture and apply it to a couple of squares of the eaves in order to leave the possibility of reacting if the selected tone does not match the complete facade of the building. During the next inspection, carried out on 13 February 2026, it was established that the contractor had complied with the agreement from the previous inspection and had done test painting on the eaves of the building as seen from the courtyard. After visiting the painted surfaces, it was agreed with the contractor that he can finish all the wooden elements of the eaves with the selected tone, and that a lighter tone should be chosen for the camera elements, and this will be the subject of the next professional conservation inspection.
  • On 16 February 2026, the Institute for the Protection of Monuments carried out expert supervision of ongoing maintenance works at the national monument of Semiz Ali Pasha’s turbe in Prača.
    Representatives of the Institute visited the facility with a representative of the daily supervision company SENDO d.o.o. from Sarajevo, as a representative of the contractor, “NEIMARI” d.o.o. from Sarajevo and representatives of the Municipality of Prača.

The municipality of Prača provided part of the funds through the Federal Ministry of Spatial Planning, and part from the budget of Medžilis from Sarajevo, and the funds were combined with the intention of being implemented in the III. phase of the works, for which works on the plastering of the interior of the turbet, i.e. the dome and walls, the replacement of stone shutters on the upper windows, as well as the installation of new windows and new entrance doors are planned. The contractor will carefully carry out the work on the replacement and installation of new stone window sills made of tenelia stone. The attention of the contractor was drawn to make a new iron frame with “apples”, following the example of the existing one, and to additionally paint all three in an anthracite matte color. Considering that several layers of plaster with certain motifs were found on the building, it was agreed to keep the first layer of lime plaster around the entrance door, where there was the most of it, and which will be presented as a valuable layer since it represents the original. Both stone cornices will be kept in their original condition during plastering, and only insufficient stone parts will be replaced, while the rest will be thoroughly cleaned under water pressure and re-grouted. In places where a small piece of stone is missing, the stone conservator will replace it, using known conservation methods. After all the listed works, the existing concrete floor will be replaced with stone on the upper side, finely chipped and with knocked down edges, and the size will be agreed upon later.

As for the exterior of the turbet, a new stone harem wall will be built in the existing dimensions, built with two faces, and built with a seam in such a way that the joints do not overlap. The approach to the turbet will be made of rougher hewn stone with broken edges (look like Sarači Street in Sarajevo). A stone cap will be placed above the wall for water drainage. The stone for the driveway will be laid in sand and filled with epoxy grout for durability, given that it is a building located in a mountainous environment. It is planned to complete the mentioned works within 30 working days.

  • The Office for Urban Planning, Spatial Planning and Environmental Protection of the Municipality of Stari Grad Sarajevo approached the Institute for the Protection of Monuments with a request from “BS CONSULTING” d.o.o. from Sarajevo, for the issuance of consent for placing one horizontal (double-sided) illuminated advertisement on the flat roof above the entrance portal and one vertical non-illuminated advertisement to the left in relation to the entrance to the branch, and one horizontal illuminated advertisement with an inscription and the company logo (in three segments) on the final cornice of the building’s facade canvas in Vladimira Skarića Street 3 in Sarajevo. The object in question belongs to the scope of the national monument of Bosnia and Herzegovina called Historical Urban Landscape of Sarajevo, which is subject to protection measures established by the Law on the Implementation of Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina.
    By inspecting the submitted file and photos and by inspecting the site, the Institute concludes that from the aspect of protecting the cultural and historical heritage of the inner core of Baščaršija, it can allow the existence of two advertisements on the said building. It is about advertising on the flat roof above the entrance portal and advertising to the left of the entrance to the office, which with their materialization, position and size do not disturb the visual identity of the surrounding space. Consequently, the Institute considers that it can issue consent to the placement of these two advertisements. The third horizontal illuminated advertisement with the company’s inscription and logo (in three segments) on the final cornice of the facade fabric of the building is excluded from the aforementioned consent, because in the opinion of the Institute, its position and materialization disrupts the visual identity of the surrounding space.
  • The Department for Spatial Planning and Investments of the Municipality of Centar Sarajevo addressed the Institute for the Protection of Monuments with the request of “KAMAL” d.o.o. from Sarajevo, for the issuance of a certificate for the ongoing maintenance of business premises in the building at Mis Irbina Street 26 in Sarajevo, which belongs to the scope of the national monument of Bosnia and Herzegovina called Historical Urban Landscape of Sarajevo, to which the protection measures established by the Law on the Implementation of the Decisions of the Commission for the Protection of National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina are applied. Upon inspection of the submitted file, the Institute notes that the requested confirmation is that it is ongoing maintenance work, and not consent for the performance of ongoing maintenance work. In accordance with the above, the Institute returns the case to the Municipality for renaming, with the suggestion that an integral part of the file be the Technical Description, which defines the scope and character of the works on the object in question at 26 Mis Irbina Street in Sarajevo.
  • As part of the promotion of the new issue of the Institute’s magazine “Our Antiquities XXVI”, an invitation and a poster for the presentation were made in cooperation with the technical editor, Ornela Rezinović. The invitations were distributed according to the submitted list with the technical secretary Sakiba Hrustić. In agreement with the Federal Minister of Culture and Sports, the promotion was scheduled for Wednesday, February 11, 2026, when it was held. The complete report on the promotion was published on the website of the Ministry, and the new issue was posted on the website on 19 February 2026.
