INSTITUTE FOR MONUMENTS’ PROTECTION: Report for the period from 17 to 21 November 2025

REPORT from field inspection

18 November 2025 Central Bank of BiH – Sarajevo / Supplement

The Institute for the Protection of Monuments received a request from the Central Bank of Bosnia and Herzegovina for expert opinion on the supplement to the project documentation – “Implementation Project for the Reconstruction of Illumination in the Aula (Hall) of the Central Office of the CBBiH” prepared by the design company “IPSA” d.o.o. Sarajevo.

The historic building – the National (Central) Bank building in Sarajevo with movable property – was proclaimed a national monument of Bosnia and Herzegovina in 2009. National monuments are subject to protection measures defined by the Law on the Implementation of Decisions of the Commission to Preserve National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina (“Official Gazette of the Federation of BiH”, Nos. 2/02, 27/02, 6/04, and 51/07).

Review of the submitted documentation determined that the planned works involve replacement (reconstruction) of lighting fixtures above the cornice in the hall of the Central Bank.

The supplemented project documentation illustrated the current condition of the lighting fixtures (photo documentation), which was a requirement of the Institute defined by act No. 07-36-4-4814-2/25 A.A.Dž.Š. Since the investor and designer acted in accordance with the request, the Institute is of the opinion that consent may be granted for the reconstruction works of illumination in the aula (hall) of the Central Office of the Central Bank of BiH at Maršala Tita Street No. 25 in Sarajevo.

The investor is obliged to inform the Institute of the date of commencement of works, so that periodic and timely professional supervision can be carried out as a legal obligation of the Institute.

19 November 2025 Ferhadija Street No. 19 – Sarajevo

The Institute for the Protection of Monuments within the Federal Ministry of Culture and Sports received a request from the Department of Urban Planning, Spatial Planning, and Environmental Protection of the Municipality of Stari Grad Sarajevo for the installation of an advertising showcase on the façade of the building at Ferhadija Street No. 19.

Upon review of the submitted documentation and on-site inspection, it was determined that the building in question falls within the scope of the national monument of Bosnia and Herzegovina entitled Historic Urban Landscape of Sarajevo (“Official Gazette of BiH”, Nos. 1/21 and 10/21), to which protection measures apply as defined by the Law on the Implementation of Decisions of the Commission to Preserve National Monuments established under Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina (“Official Gazette of the Federation of BiH”, Nos. 2/02, 8/02, 27/02, 6/04, and 51/07).

After reviewing the submitted documentation and conducting an on-site inspection, the Institute is of the opinion that installation of a façade showcase at the location Ferhadija Street No. 19 cannot be approved. The showcase must not be fixed to the façade of the building, as this disrupts its harmony and authenticity, thereby damaging the historical and visual identity of the national monument. Upon removal of the showcase, the owner is obliged to repair any damage to the façade caused by the installation of the advertisement.
